In November 2024, we broke ground on our new water treatment plant to address PAS in the city's drinking water. This new water treatment plant is located east of Radio Drive and south of Hargus Parkway. To treat the entire drinking water supply, we need to connect all existing city wells located across the community to the new water treatment plant. This requires approximately 17 mi of new water main pipe to be installed throughout existing roadway corridors. We are proud of the progress we're making on what is the largest public infrastructure project in the city's history. We started installing the new pipeline in late summer 2024 and continued that effort throughout the 2025 construction season. We've already constructed 11.6 mi of pipeline and have 5.4 m of pipeline to install before completion. The water treatment plant is about 25% finished and is expected to be operational in 2028. While we must complete this project as quickly as possible, we also understand the inconvenience of having so many of our roadways impacted by construction at the same time. We appreciate your patience and understanding and we continue to ask for your support for the upcoming 2026 construction season when work is planned to take place in these areas. Valley Creek Road between Interlockan Parkway and Settlers Ridge Parkway. Radio Drive between Bailey Road and Hill Road, Bailey Road between Radio Drive and Woodbury Drive, Pioneer Drive between Bailey Road and Hargus Parkway, and Hargus Parkway between Radio Drive and Pioneer Drive. Keep in mind there will be additional nonwater treatment related construction in other areas of the city this summer including Woodlane Drive between Newberry Road and Wooddale Drive, Afton Road between Tower Drive and Radio Drive, Bailey Road at the intersection of Settlers Ridge Parkway and Cottage Grove Drive, and Bailey Road at the intersection of Manning Avenue. This work will be disruptive and impactful at times, especially on the roadways surrounding East Ridge High School and M Health Fairview Sports Center. While these improvements are vital to our community, they will result in full roadway closures, lane closures, sidewalk and trail closures, and travel delays. The total cost of the water treatment plant and associated pipelines is estimated to be around $38 million. Approximately 285 million of these costs will be covered by the state settlement agreement with 3M. Staff continues to seek outside funding to support the city funded portion of the project and anticipates at least approximately $3.5 million in federal funding. As we construct the permanent water treatment plant, a temporary treatment facility is treating water from six impacted wells, an additional temporary treatment is operational at three other well sites. In addition, two water treatment production wells were added to the city's water system in 2023 and 2024.
